FRANKFORT – ... Traditionally, governors use this speech as a springboard to launch their vision for the General Assembly. ... Highlighting his proposal to reopen the Medicaid budget to resolve the shortfall, the Governor noted that failing to do so would require that $600 million in services be cut. While Medicaid enables numerous Kentuckians to obtain vital medical care, this program is suffering from abuse and gross overuse. Furthermore, I have serious concerns with the Governor’s plan that would shift $166.5 million from the 2012 Medicaid budget to in order to balance the 2011 Medicaid budget. These assignments, which we typically hold for at least a two-year term, allow us to have a hand in shaping legislation that affects many different sectors of our Commonwealth.
